The Upper San Joaquin River Region encompasses the areas that are protected by the State Plan of Flood Control Facilities along the San Joaquin River from Gravelly Ford to the confluence of the Merced River.

The RFMP for the Upper San Joaquin River Region  identifies high priority regional flood risk reduction solutions that are both economically viable and implementable.

The RFMP identifies the flood management challenges and deficiencies at the regional level. The plan also articulates the potential actions and projects identified by local agencies and interest groups for the region. The projects are prioritized and financial strategies are identified to illustrate the benefits of and potential funding sources for the projects.

Flood management projects included in the plan are eligible for future state and federal funding.

The plan outlines the long-term vision for flood risk reduction in the region and include, among other things:

  • description of the current flood management conditions
  • opportunities for improving flood management while achieving multiple objectives (flood protection, agricultural conservation and habitat restoration, for example)
  • needed projects
  • preliminary financing plans

The planning process is being funded by the Department of Water Resources with bond funding approved by California voters in 2006. The update to the 2016 plan will be considered by the State for a 2022 update to the Central Valley Flood Protection Plan. The plan also provides recommendations for projects to be incorporated into the State’s flood management feasibility study for the San Joaquin River basin.

About Us

The San Joaquin River Flood Control Project Agency is a joint powers authority formed to lead the Regional Flood Management Plan (RFMP) and represent local interests. The Agency is composed of the Lower San Joaquin Levee District and the San Joaquin River Exchange Contractors Water Authority, with auditor/controller services provided by Merced County.

On December 16, 2022, the Central Valley Flood Protection Board adopted the 2022 Central Valley Flood Protection Plan (CVFPP) Update. The final plan, comment logs, and errata are available on DWR's website.
