About Us
The San Joaquin River Flood Control Project Agency is a joint powers authority formed to lead the Regional Flood Management Plan (RFMP) and represent local interests. The Agency is composed of the Lower San Joaquin Levee District and the San Joaquin River Exchange Contractors Water Authority, with auditor/controller services provided by Merced County.
Latest Update
On August 4, 2023, Governor Newsom signed Executive Order (EO) N-10-23 to prepare for the next wet season and recover from the 2022-23 winter storms. Additional information and a link to the EO are available here.
On December 16, 2022, the Central Valley Flood Protection Board adopted the 2022 Central Valley Flood Protection Plan (CVFPP) Update. The final plan, comment logs, and errata are available on DWR's website.

USJR FEMA National Flood Insurance Program White Paper – DRAFT

The USJR RFMP team has prepared a draft white paper on the Federal Emergency Management Agency (FEMA) National Flood Insurance Program (NFIP). This white paper includes general information about the NFIP, participation in the NFIP, and provides recommendations for improvements to the NFIP that would benefit USJR-region communities.
The RFMP team invites interested parties to review the draft and provide comments/feedback to [email protected] by September 6, 2023.
